Mahmoud Hussein

Professor Dr. Mahmoud Hussein Ahmed Hassan, a civil engineer and academic. He held the position of Secretary General of the Muslim Brotherhood, succeeding Dr. Mahmoud Ezzat in 2010 AD, and he had joined the Guidance Bureau after the death of Sheikh Abu Al-Hamad Rabi’ to represent Sa Egypt.

He was assigned by the General Guide of the group, along with Mr. Jumaa Amin, the deputy guide, to travel abroad prior to the coup, to manage the affairs of the group abroad and in anticipation of any emergency.

His birth and upbringing

• He was born on July 16, 1947 in Jaffa, Palestine, to an Egyptian father and a Palestinian mother.
• He lived a period of his life in Egyptian Rafah, where he received his primary and preparatory education when it was under the Egyptian administration before the 1967 defeat.
• He completed secondary school in the Palestinian city of Beersheba
• His father, Sheikh Hussein al-Masri, is one of the historical leaders of the Muslim Brotherhood in Palestine and one of the founders of the Muslim Brotherhood in the Gaza Strip before it was announced in the name of Hamas with the events of the first intifada. The founding administrative body of the Islamic Academy in Gaza [1].

• He obtained a Bachelor's degree in Civil Engineering, his first class in 1971, then he was appointed, after his graduation, as a teaching assistant at the Faculty of Engineering, Assiut University.
• He obtained a master's degree in civil engineering in 1974, then was appointed as an assistant teacher in the same college.
• He traveled to America on a scholarship in the beginning of 1978.
• He obtained his PhD in Structural Engineering in 1983, from the Department of Structural Engineering at Iowa State University, USA.
• He was appointed as a teacher at the Faculty of Engineering, Assiut University in 1984 AD, then as an assistant professor, then as a professor there.
• Supervised many master's and doctoral dissertations.
• He has many researches published in scientific journals.

his islamic activity

• He joined the Brotherhood in 1978 AD.
• He held the position of Secretary-General of the Arab Muslim Youth League in America and Canada affiliated to the Brotherhood in 1982 AD.
• He held the position of President of the Arab Muslim Youth League in America and Canada (Maya) in 1983 AD.
• He was Vice-Chairman of the Board of Directors of the Advocacy and Community Development Association in Assiut from 1986 AD to 1995 AD.
• He held the position of a member of the Supreme Council of the Egyptian General Syndicate of Engineers from 1987 to 1995, then as the agent of the General Syndicate of Engineers from 1988 to 1991, and treasurer of the General Syndicate of Engineers from 1993 until the imposition of guardianship over the syndicate.
• President of the Union of Arab Engineers from 1993 to 1994 [2].
• He was elected a member of the General Shura Council and head of the Administrative Office of the Muslim Brotherhood in Assiut from 1990 to 2004.

• He was sentenced during the reign of the ousted Hosni Mubarak to three years in prison in 1995 AD on charges of reviving a banned group in Case No. 8 of 1995 AD Military felonies
• He was arrested in August 2007, but he suffered an acute heart attack in the Ziraa ward in Tora, as a result of which he was referred to Qasr Al-Aini Hospital, where he was catheterized. Advocating for his health release due to his deteriorating health condition.

Membership in the Guidance Office

• He became a member of the Guidance Office since 2004 AD after the death of Sheikh Abu Al-Hamad Rabie.
• He was elected a member of the Guidance Office in 2010
• Dr. Mahmoud Hussein was appointed Secretary-General of the group by the General Guide, Muhammad Badie, and the Guidance Office in 2010, to succeed Dr. Mahmoud Ezzat [4].
• The Egyptian Guidance Bureau was assigned a member of the Global Guidance Bureau from the share of the Egyptian Brotherhood in 2010.

Crisis 2021

• After the global Shura Council of the Muslim Brotherhood issued a decision to dismiss Professor Ibrahim Mounir in October 2021 , a member of the Guidance Office, Dr. Mahmoud Hussein, submitted a memorandum to the Council requesting him not to implement the regulations regarding his assumption of the duties of the Honorable General Guide and to choose the General Shura Council as acting.
• The General Shura Council decided to form a temporary committee chosen by the council to act as the general guide in Egyptian affairs for a period of six months, or the council made a decision to determine the one in charge, whichever is closer, on November 13, 2021 .
• On December 17, 2021, it was officially announced that Dr. Mustafa Tolba had been assigned the task of the official representative of this committee, which temporarily undertakes the work of the group’s general guide, and Dr. Mahmoud Hussein was not a member of it.
• In a statement from the General Shura Council of the "Muslim Brotherhood" group dated July 12, 2022 on its official website, Brotherhood Online, that the council decided in its session that took place between 8-10 June 2022 to extend the period of assigning the existing committee the work of His Eminence the General Guide - as it is - until The end of June 2023 or the Council taking another decision regarding it, whichever comes first .
• After exhausting all attempts to reunite the group by responding to the many initiatives presented to the General Shura Council and approved by all of them, the main content of which was the return of Mr. August 2021 AD, but Mr. Ibrahim, along with 13 members of the Council (representing a quarter of its members only) rejected these initiatives until his death - may God have mercy on him - and attempts and initiatives were renewed after his death, but they insisted on continuing to defect and adhere to a parallel council that was formed after exempting Mr. Ibrahim from 13 The member of the violators and the appointment of more than 28 other members with all of them abroad, so the group and its Shura Council took decisions to exempt them from the group and not represent them .

Appointing him to act as the General Guide

• After the death of Professor Ibrahim Mounir and the depletion of initiatives to reunite with violators among the members of the General Shura, the committee carrying out the work of His Eminence the General Guide submitted a memorandum to the General Shura Council in November 2022 AD regarding activating the work of Article Five of the General Regulations of the Community,
• The Council decided to implement it according to its original text, which is: “In the event of compelling impediments that prevent the General Guide from carrying out his duties, he shall be replaced by his first deputy, then the most senior, then the oldest of the deputies, then the oldest and then the oldest of the members of the Guidance Office.” Accordingly, he assumed the position of Acting General Guide as the oldest and only member of the Guidance Office, and by the decision of the group’s Shura Council on November 16, 2022 AD .
